A structured presentation of the Special Plan: context, strategic pillars, target beneficiaries, delivery model, financing instruments, and the expected implementation chain.
2) Panel discussion
Panelists discuss inter-institutional coordination, alignment with national planning and budgeting, skills-to-jobs linkages, support to entrepreneurship and SMEs, territorial implementation, and inclusion.
3) Q&A and youth proposals
A guided exchange with youth leaders and coordinators to collect practical proposals, identify implementation bottlenecks, and prioritize quick wins and medium-term actions.
4) Consolidation
Rapporteurs consolidate key recommendations, follow-up suggestions, and a short list of actionable items to be integrated into the Forum outcomes.
